On the basis of the initial achievements acquired in 2020，the Luoyang Municipal Party Committee and Municipal Government summarized previous experience in the construction of historical and cultural heritage innovation zones and international cultural and tourism cities，used Luoyang’s rich resources as carriers of international cultural exchange to further improve Luoyang’s international communication infrastructure and accelerate the improvement of Luoyang’s international communication abilities in 2021. The great changes in the world unseen in a century have fundamentally changed the concept of international humanistic exchange in Luoyang. The uncertainty of the epidemic and serious floods has made Luoyang’s international humanistic exchange more diverse. The profound transformation of the principal contradiction in social development has made Luoyang’s international humanistic exchange more valuable. All these were the special situations faced by the construction of Luoyang as an international humanistic exchange center in 2021. Under the complex situation，Luoyang has still achieved many achievements，such as strengthening the construction of the institutional policy environment，the innovation and expansion of communication entities，the rapid progress of brand projects，and the continuous expansion of social influence. Yet there were still problems such as insufficient government attention，incomplete top-level design，insufficient publicity and promotion，slow improvement of international influence，weak innovation and creativity，insufficient high-quality supply，insufficient talent and insufficient release of talent policy benefits. To cope with these problems，the suggestions are to strengthen overall coordination in the promotion of top-level planning，innovate the expression concept and communication method，create soft environment for immersive experience，improve financing system and optimize business and industrial environment for international cooperation，rely on the peony culture brand resources to build cultural industry regional clusters，promote the construction of a youth-friendly city and the “East Asian Cultural Capital”，cultivate a core talent system for humanistic exchange，and use modern media to promote the city’s influence as an international humanistic exchange center. All these measures will promote the overall prosperity of Luoyang’s cultural undertakings.
