With Comrade Xi Jinping as the core of the CPC Central Committee has always stood in the overall national security strategic height，adhere to the goal oriented，problem-oriented and results-oriented，scientific planning，systematic layout，overall planning to promote the modernization of China’s emergency management system and capacity. In 2021，General Secretary Xi Jinping made a series of important discussions on the concepts of emergency management such as firmly establishing the system concept，insisting on taking history as a lesson，coordinating development and security，and adhering to the overall national security concept，which further deepened the guiding ideology of modernization of China’s emergency management system and capacity. Major achievements have been made in responding to major risks and challenges. The COVID-19 prevention and control work has become more precise and efficient，the capacity to respond to natural disasters and accidents has significantly improved，and the Building of a Safe China continues to move to a higher level. New progress has been made in the development of the emergency management system，and the mechanisms and legal system for emergency management have been continuously improved. The century-old experience of the CPC in responding to major risks and challenges has been systematically reviewed. With a focus on key areas and key links of emergency management，China has made solid progress in conducting a national survey of natural disaster risks and identifying and managing potential workplace safety hazards，actively innovating mechanisms for resolving social conflicts and disputes，strengthening the building of teams for disaster prevention，mitigation and relief，and strengthening scientific and technological support for emergency response，thus improving the modernization of emergency management.
