文化和旅游部、中央文明办实施的“春雨工程”——全国文化和旅游志愿服务行动计划立足于保障群众基本文化权益,紧贴国家重大战略,不断推陈出新形成创新实践。本文总结2019~2022年“春雨工程”实施情况,以“央视频号·文化志愿者专列”贫困地区文化和旅游资源融媒体推介活动等为典型案例,展示“春雨工程”在助力脱贫攻坚、服务弱势群体、促进公共文化服务提质增效、赋能乡村振兴等方面的经验和作用。
<<The “Spring Rain Project”,a national action plan for culture and tourism volunteer services implemented by the Ministry of Culture and Tourism and the Central Civilization Office,is based on safeguarding the basic cultural rights and interests of the masses,closely matching major national strategies,and constantly pushing forward innovative practices. This article summarizes the overall situation of the implementation of the “Spring Rain Project” from 2019 to 2022,and uses several cases,from the “Central Video-Cultural Volunteer Train” of culture and tourism resources promotion activities in poor areas,to demonstrate the role of the “Spring Rain Project” in helping poverty alleviation,serving the disadvantaged groups,promoting quality and efficiency of public culture services,and empowering rural revitalization.
