Under the guidance of the Communist Party of China （CPC） Central Committee’s strategy of governing Xinjiang in the new era with Xi Jinping as the core，and in the context of winning the battle against poverty and implementing the rural revitalization strategy，Xinjiang has implemented the general policy of “governing Xinjiang according to law，developing Xinjiang with unity，moistening Xinjiang with culture，Promoting Xinjiang by enriching people，and building Xinjiang for a long time” and actively join the “Spring Rain Project”，“Sunshine Project” and “Dream Project” of the Ministry of Culture and Tourism.
