    国内外甲烷减排情况分析报告

    摘要

    为达成巴黎协定全球温升控制目标,21世纪以来,多个国家和地区开始关注甲烷这类强势温室气体,并做出多项甲烷减排承诺。排放方面,甲烷排放量约占温室气体排放量的10%,包括自然排放和人为排放,占比分别约为40%和60%。其中,农业、化石能源行业和废弃物处理行业是人为甲烷排放的主要来源,三者合计占人为甲烷排放总量的95%左右。减排举措方面,欧美等国家和地区主要通过制定减排目标、完善减排相关制度、应用减排技术等手段推动甲烷减排,中国于2021年开始从国家层面重点关注甲烷减排。总体上,甲烷减排已经成为应对气候变化的重要举措,2021年《联合国气候变化框架公约》第26次缔约方大会上,全球105个国家共同签署了“全球甲烷承诺”协定,提出2030年全球甲烷排放量要在2020年的基础上减少30%以上的目标。下一步,福建省需要加快制定甲烷减排目标和行动方案,建立健全甲烷排放监测、报告和核查制度,全面提升甲烷减排技术创新能力。

    Abstract

    In order to achieve the global goal of temperature rise control in the Paris Agreement,since the 21st century,many countries and regions have begun to pay attention to the strong greenhouse gas such as methane,and have made a number of methane emission reduction commitments. In terms of emissions,methane emissions account for about 10% of greenhouse gas emissions,including natural emissions and anthropogenic emissions,accounting for about 40% and 60% respectively. Among them,agriculture,the fossil fuel sector and waste sector are the main sources of anthropogenic methane emissions,and the three together account for about 95% of the total anthropogenic methane emissions. In terms of emission reduction measures,countries and regions such as Occident mainly promote methane emission reduction by formulating emission reduction targets,improving emission reduction related systems,and applying emission reduction technologies. China has started to focus on methane emission reduction at the national level in 2021. In general,methane emission reduction has become an important measure to combat climate change. At the 26th Conference of the Parties of the United Nations Framework Convention on Climate Change in 2021,105 countries around the world signed the “Global Methane Commitment” agreement,setting a target of reducing global methane emissions in 2030 by more than 30% comparing to that in 2020. In the next step,Fujian Province needs to speed up the formulation of methane emission reduction targets and action plans,establish and improve the monitoring,reporting and verification system for methane emission,and comprehensively enhance the innovation capability of methane emission reduction technologies.
