本研究通过对已有政策、文献的综述,总结现行的国家和地区科普能力评估指标体系的框架、具体内容、赋权方式、各指标权重及不同指标体系和评价方式之间的优劣。研究发现各个评估指标体系重合度较高,且地区层面科普能力评估指标体系与国家层面科普能力评估指标体系的区别度低。结合《全民科学素质行动规划纲要(2021—2035年)》,在解释国家科普能力新内涵的基础上,从科学教育与培训体系、基础设施、资源开发、传播渠道、社会组织网络、科普工作宏观管理、科普社会化协调组织能力评估层面尝试提出新时期国家层面和地区层面的科普能力评估指标体系。
<<Through the review of existing policies and literature,this study summarizes the framework,content,empowerment method,weight of each indicator,and the advantages and disadvantages,as well as the methods of the current assessment indicator systems for national and regional science popularization capabilities. We found that the various systems have a high degree of overlap,and the difference is not obvious. Combined with the “Outline of the National Scheme for Scientific Literacy(2021-2035)”,this study illustrates the new connotation of national science popularization capabilities. On this basis,we try to rebuild the new assessment indicator systems for science popularization capabilities at the national level and the regional level,including the aspects of resources,education and training systems,infrastructures,channels,social organization network,macro management and coordinating and organizing ability.
