In recent years，the China Association for Science and Technology and relevant state departments have issued a series of policies to encourage developed regions to provide counterpart support on science popularization capacity-building for underdeveloped regions. The Research Group of the University of the Chinese Academy of Sciences investigates in the ongoing counterpart support on science popularization service capacity building by the developed regions for the regions with underdeveloped residential scientific literacy，analyzes the main achievements，experience and existing problems，and discusses several policy suggestions for the operation and management of counterpart support work in the future，which mainly include：to optimize the policy guidance，organizational coordination and communication mechanism for counterpart support on science popularization capacity-building，to guarantee funding，to improve the evaluation standards and incentive mechanism for counterpart support to be led by the China Association for Science and Technology，to strengthen the training of counterpart support science popularization talents and to lean resources for science popularization informatization.
