    结合CIPP评价的我国科普人才培训实践发展研究

    摘要

    我国科普人才培训的发展比较缓慢,虽然已有一定的基础,但无论培训规模还是实际效果都不是很理想,相关研究也比较薄弱。文章系统梳理并总结了我国科普人才培训实践发展的概貌,并选取更能集中反映突出问题的典型基层科普人员培训案例作为重点调查对象,运用CIPP评价理念及方法,从背景、输入、过程、结果四个维度进行深入评价研究,总结经验,挖掘深层次问题及其原因。研究表明:基本形成了“一个中心+多点发散”的培训局面,不断提升理念,坚持实践创新,强化制度保障和基础条件建设,优化工作体系机制,提升培训实效。科普人才培训受到科普工作者、地方科协和有关机构的普遍欢迎,但还存在较多问题,如培训供给不足、相关研究薄弱、内容及方式与科普职业发展需求契合度低、缺乏完善的培训标准体系和稳定的工作体系机制、思想政治教育和价值观念引领有待加强等。针对这些问题提出了五个方面的对策建议:一是建立科普人员培训保障体系和培训标准体系,提升引领与指导作用;二是加强顶层设计与指导,构建常态化规范化科普人员培训工作的体系机制;三是提升培训设计理念,创新科普人员培训内容及模式;四是加强相关研究,为培训实践提供更好理论指导;五是实施新时代科普人员培训重点工程。

    Abstract

    In China,the overall development of science popularization talents training is relatively slow. It has laid a certain foundation,but the scale and the actual results were not very good and the relevant research is also insufficient. This paper overview of science popularization talents training development,and select more can reflect the outstanding problems of typical grassroots science personnel training case as a key investigation object. The CIPP evaluation model is used to conduct in-depth evaluation and research from four dimensions:background,input,process and results,summarize the experience,and explore the deep-seated problems and their causes. The research shows that at present,the training of science popularization talents has basically formed a situation of “one center + multi-point divergence”. After continuous promotion of practical innovation,it is widely welcomed by popular science workers,local science and technology associations and relevant institutions. However,there are still many problems,such as insufficient supply of training,weak relevant research,low fit of content and method and the development needs of popular science career,lack of perfect training standard system and stable working system and mechanism,ideological and political education and value concept guidance need to be strengthened. We have put forward four suggestions:first,to establish a training support system and training standard system for science popularization personnel;second,to build a regular and standardized training system and mechanism for science popularization personnel;third,to grasp the actual needs and innovate the training content and mode of the characteristics of students;fourth,to implement key training projects for science popularization personnel in the new era.
