河南省作为全国第一教育人口大省,教师规模占全国1/10,始终将教师队伍建设工作放在重要的战略地位,资金优先向教育系统投入,政策优先向教育系统倾斜。回溯河南省改革开放后的教师教育发展历程,可将其分为恢复发展期、深入发展期、新时代高质量发展期三个阶段。在回顾历史的基础上对河南省教师教育发展现况进行审视,可发现河南省围绕师德师风建设、教师培养体系、教师补充体系、教师培训体系及教师梯队攀升体系等方面,积极探索,多措并举,取得了一定成效。与此同时,河南省教师教育发展也存在一系列问题,如师德师风监管考核机制需要进一步完善、教师培养体系改革成效需不断提升、教师补充体系建设需持续加强、教师培训机制有待优化、教师发展梯队攀升体系有待优化等。为此,需要积极打造三位一体式师德师风监督评价机制;深入推进改革,不断提升教师培养成效;建立教师补充长效机制,优化教师资源配置;完善教师培训体制机制,提升培训的精准性与标准化;狠抓薄弱环节,持续推进教师梯队攀升体系建设。
<<As the country’s largest education population province,the scale of teachers accounts for one tenth of the country,Henan Province has always put the construction of teachers in an extremely important strategic position,funds priority to teachers,policy priority to teachers. Looking back on the development of teacher education in Henan Province,it can be divided into four stages:exploration period,development period,deepening period and the development of teacher education in the new period. On the basis of reviewing the history of the development of teacher education in Henan Province,it can be found that Henan Province around the construction of teacher ethics,teacher training system,teacher supplement system,teacher training system and teacher development echelon climbing system,actively explore,take measures simultaneously,and achieved outstanding results. At the same time,there are some problems in the development of teacher education in Henan Province,such as the supervision and assessment mechanism of teacher ethics needs to be further improved,the reform effect of teacher training system needs to be continuously improved,the construction of teacher supplement system needs to be continuously strengthened,the teacher training mechanism needs to be optimized,and the teacher development echelon needs to be consolidated. Therefore,it is necessary to actively build a trinity supervision and evaluation mechanism of teachers’ ethics;in-depth reform,and constantly improve the effectiveness of teacher training;establish long-term mechanism of teacher supplement,optimize the allocation of teacher resources;improve the system and mechanism of teacher training,improve the accuracy and standardization of training;strengthen weak links,continue to promote teacher development echelon climbing system construction.
