    中国教师教育发展报告(2022)

    摘要

    本报告梳理了中国教师教育发展历程,总结了中国教师教育发展成效,构建了中国教师教育评价指标体系,测算了中国教师教育事业综合发展指数和平衡发展指数,分析了我国教师教育发展面临的挑战,并提出了相应的对策建议。研究结果表明,学前教育、普通小学、普通初中、普通高中、中等职业学校、普通高等学校以及特殊教育学校的教师教育事业综合发展指数分别从2011年的26。21、34。86、47。64、50。95、40。79、39。16和37。09提高到了2019年的38。85、47。38、56。92、57。85、48。17、47。85和43。17,发展速度较慢,发展水平有待提升;我国教师教育事业的发展规模、发展质量、发展支持平衡指数及总体平衡发展指数,分别由2011年的34。29、28。66、20。15和33。81提高到2019年的46。43、42。62、31。08和45。20,其不平衡性有所改善,但发展的不平衡问题仍然较为突出。我国教师教育仍然面临提高生源质量、提升教师教育效能、推动教师资格考试制度改革、加强师范院校发展、完善“U-G-S”培养模式、顺应数字技术发展等诸多挑战,需要建立更具激励效果的招录和退出机制、构建更加科学的课程和评价体系、完善教师资格考试制度、大力推动师范院校教师教育事业发展、升级更新“U-G-S”培养模式、充分利用数字技术赋能教师教育发展。

    Abstract

    The year 2021 marks the 100th anniversary of the founding of the Communist Party of China and the beginning of the 14th Five-Year Plan. The report describes the overall development of Teacher Education in China,calculates comprehensive development index and balanced development index of teacher education business,makes inter-provincial comparisons,analyzes the challenges faced by the development of Teacher Education in China,and puts forward corresponding suggestions. The research results show that the comprehensive development index of Teacher Education Cause in preschool education,ordinary primary schools,ordinary junior high schools,ordinary high schools,secondary vocational schools,ordinary colleges and universities,and special education schools has increased from 26.21,34.86,47.64,50.95,40.79,39.16,and 37.09 in 2011 to 38.85,47.38,56.92,57.85,48.17,47.85,and 43.17 in 2019. The development speed is slow and the development level needs to be improved. The development scale,development quality,development support balanced development index and overall balanced development index of Teacher Education Cause in China have increased from 34.29,28.66,20.15 and 33.81 in 2011 to 46.43,42.62,31.08 and 45.20 in 2019 respectively. The imbalance has improved,but the imbalance of development is still prominent. Teacher Education still faces many challenges in China,such as improving the quality of students,improving the efficiency of Teacher Education,reforming the teacher qualification examination system,strengthening the development of normal universities,improving the U-G-S collaborative education mechanism,and coping with digital technology. It is necessary to establish a more effective recruitment and withdrawal mechanism,build a more scientific curriculum and evaluation system Upgrade and update the “U-G-S” efficient cooperative development mechanism,and make full use of digital technology to empower the development of Teacher Education.
