The 19th National Congress of the Communist Party of China proposed to give priority to the development of education，accelerate the modernization of education and do a good job in education that the people are satisfied with. The “14th Five-Year Plan” period is an opportunity period for Guangzhou to further improve the public education service system and strive to create a new situation of high-quality education development. Guangzhou education needs to adapt to new requirements，face new challenges，seize new opportunities，accelerate the construction of a high-quality education system，and promote the modernization of education.

Based on advanced experience at home and abroad，this study systematically established an evaluation system for the development level of basic education facilities，and evaluated the development status，problems and achievements of basic education facilities in Guangzhou from multiple dimensions. However，it still faces challenges and problems such as rapid demographic changes，low school building resources per student，and uneven facility layout. In response to the above problems，according to the development characteristics of educational facilities in the new period，new ideas for the development of basic educational facilities in Guangzhou during the “14th Five-Year Plan” period are put forward to provide strong support for the “14th Five-Year Plan” for the development of the city’s education industry.
