The moderate separation reform of economic zone and administrative zone（MSREA）is a new path and measure based on the new development requirements on the basis of the practice of dealing with the relationship between economic zones and administrative zones. At the theoretical level，conflict between them arises due to the spatial non overall coincidence of them，the formation of administrative interests and the intervention of economic activities. Chengdu-Chongqing economic circle（CCEC）has jointly built Sichuan Chongqing Gaozhu new area and carried out the practical exploration of the MSREA. We can further promote the MSREA from the aspects of establishing a supervision system to restrict the improper intervention of local governments，dynamically optimizing the allocation of economic management authority，establishing a legal basis for MSREA，and giving economic zones more flexible policy authority.
