In the Planning of Chengdu-Chongqing Economic Circle，the Central Committee of Communist Party of China and the State Council assign to build reform and opening highland. So，the first，this report gives the concept of the New Pattern Open Ability，that is “absorbing the word quality resources，enhance the domestic and international market to promote participate in the international competition ability”. Then，this report constructs the index of regional opening capacity under the New Pattern，and use this index to compare the Chongqing，Chengdu and other 8cities. Finally，this report analyzes the current situation of the opening development of the Chongqing-Chengdu Economic Circle. Finally，this report suggestions to improve the opening capacity，that is，building open channels to construct the advantages of inland areas；building high-quality open platform to develop high-quality open economy；promoting the ability of international contacts to explore new aeras of opening；promoting the ability of coordinated opening to strengthen the internal circulation.
