In the past two decades，the number of U.S. students studying in China has withers an overall growth despite some fluctuations while there is a significant inbalance in the mobility between the two countries. Affected by the China-U.S. frictions，three flagship government programs for U.S. students to study in China have been suspended，and the existing programs are inadequate to fill in the gap for muthal exchanges. The Chinese programs also have many shortcomings，such as a low percentage of U.S. awardees，a lack of diversity in program formats，and insufficient publicity. Finally，based on the above analysis，the article recommends that the governments of China and the United States improve their current programs and strengthen their support for U.S. students to study in China，and that civil ard private actors such as Chinese and U.S. universities，businesses，and NGOs actively participate to enhance the stability of U.S. students studying in China.
