在过去20年间,赴中国留学的美国学生数量整体上呈波动性增长趋势,与中美关系的变化同频共振,且中美间学生流动存在失衡。受中美关系影响,美方三个来华留学旗舰项目均被中止,而现有项目又不足以弥补缺口。中方支持美国学生来华留学的项目也存在很多不足,比如美国获奖者比例较低、项目形式不够多元、项目宣传不够充分等。基于以上分析,本报告建议中美两国政府改进当前项目,加强对美国学生来华留学的支持。同时,建议中美大学、企业、非政府组织等民间力量积极参与,增强美国学生来华留学的稳定性,保持人文交流渠道的畅通。
<<In the past two decades,the number of U.S. students studying in China has withers an overall growth despite some fluctuations while there is a significant inbalance in the mobility between the two countries. Affected by the China-U.S. frictions,three flagship government programs for U.S. students to study in China have been suspended,and the existing programs are inadequate to fill in the gap for muthal exchanges. The Chinese programs also have many shortcomings,such as a low percentage of U.S. awardees,a lack of diversity in program formats,and insufficient publicity. Finally,based on the above analysis,the article recommends that the governments of China and the United States improve their current programs and strengthen their support for U.S. students to study in China,and that civil ard private actors such as Chinese and U.S. universities,businesses,and NGOs actively participate to enhance the stability of U.S. students studying in China.
