After laying the foundation of the 13th Five-Year Plan，China’s multi-level green financial system has been basically established，and the “carbon peaking and carbon neutrality” goal has put forward higher requirements for the development of Green finance in China. This paper sorts out the evolution of green financial system policies，summarizes the main measures，analyzes the restrictive factors，and puts forward suggestions on the policy design and promotion of green finance during the 14th Five-Year Plan period. During the 14th Five-Year Plan period，green finance should focus more on quality and promote development. We should not only gradually expand the scope of green financial system and enrich products and markets. More importantly，we need to give full play to the in-depth role of the green financial system，and inject strong impetus into high-quality economic and social development in China through policy innovation，top-level design and grassroots exploration.
