Research objectives：In conjunction with the Strategic Plan for Rural Revitalization （2018-2022），this study analyses the economic and social development objectives in the 14th Five-Year Plan in relation to the “comprehensive promotion of rural revitalization”. Research methodology：through reviewing the “agriculture-related” contents in the national medium- and long-term plans and summarizing the “No.1 Document” policies introduced by the Central Government，this study makes a phased planning for the implementation of the rural revitalization strategy in the 14th FYP period in accordance with the general requirements of industrial prosperity，ecological livability，civilized countryside，effective governance and affluent living. Research findings：the report of the 19th National Congress proposes to “accelerate the modernization of agriculture and rural areas，prioritize the development of agriculture and rural areas，and establish a sound institutional mechanism and policy system for the integrated development of urban and rural areas”. The language of the “modernization of agriculture and rural areas” is a theoretical innovation in the modernization of traditional agriculture；while “promoting the modernization of rural governance system and governance capacity” is not only a concrete application of the theory on modernization of national governance system and governance capacity，but also an enrichment and improvement of the Chinese-style modernization. Research innovation：As socialism with Chinese characteristics enters a new era，rural revitalization，poverty eradication and common prosperity are studied as an organic whole，and the implementation path of the rural revitalization strategy is explored in a systematic manner. Research value：The rural revitalization strategy is the only way to achieve common prosperity. Through developing and reviewing the main economic and social indicators，the difficulties and blockages of the issues relating to agriculture，rural areas and farmers are identified and solved，so as to help achieve the objectives smoothly.
