This paper reviews the energy progress in 13^th five-year period and the main targets for the 14^th five-year period，and analyzes the main issues faced by China in the field of carbon peak and neutrality in 2021. The main policy recommendation include：to enhance the resilience of energy system and to establish the capability of consumption management；to accelerate the development of smart grid and non-coal power generation，and to reduce the demand of coal in power sector；to promote the technological updating in steel and iron sector and the development of circular economy；to prevent the impacts of commodities’ price fluctuation from international market to domestic energy supply.
