随着平台经济迅速发展,平台从业人员逐步增多。开展对平台从业者的劳动保护具有一定的挑战性,各个国家积极出台措施保护平台工人的权益。不同国家在劳动关系尤其是劳动报酬方面,以及集体谈判权利、福利待遇等方面采用了差异化的措施。研究发现,国际上对平台从业者的劳动报酬权益保障主要通过对雇员身份的保障界定、扩大工资支付保障法律保护范围、制定特有劳动标准、推动平台从业者工会化、完善社保福利待遇政策等方式进行。本报告比较分析国际上有关平台从业人员劳动报酬权益保障的政策和措施,以期为我国下一步探索和研究此类群体有关劳动关系、劳动标准、报酬支付、最低报酬保障等的政策提供借鉴和参考。
<<With the rapid development of platform economy,the number of workers in different platform is gradually increasing. It is challenging to carry out labor protection for platform workers,and various countries have actively introduced some new measures. Different countries have adopted differentiated measures in labor relations,especially labor remuneration,as well as the protection of collective bargaining rights and welfare benefits. The report found that the protection of labor remuneration rights and interests of platform workers around the world is mainly through ways of defining the identity of workers,expanding the scope of legal protection of wage payment security,formulating unique labor standards,promoting the unionization of platform workers,and improving social security and welfare policies. This report compares and analyzes the international experiences related to the protection of labor remuneration rights and interests of platform workers,with a view to providing reference for China’s further exploration and study of such policies on labor relations,labor standards,remuneration payment,minimum remuneration security and so on.
