2018年中共中央办公厅、国务院办公厅印发《关于提高技术工人待遇的意见》,要求大力提高高技能领军人才待遇,完善符合技术工人特点的企业工资分配制度,实施工资激励计划,提高技术工人收入。调研发现,部分企业贯彻落实这一意见的情况较好,在薪酬激励方面形成了宝贵经验,少数企业积极探索技能要素按贡献参与分配方式。目前,技能人才薪酬分配问题依然突出,困难障碍不少,需要进一步分类指导企业建立健全内部分配和激励机制,激发劳动者创新创造潜能,为中国制造和中国创造提供有力的人才和制度支撑。
<<In 2018,the general office of the CPC Central Committee and the general office of the State Council issued the Opinions on Improving the Treatment of Skilled Workers,which requires to improve the treatment of highly skilled leading talents,implement salary incentive plan and improve the income of skilled workers. The research revealed that some enterprises implemented the Opinions well and accumulated valuable experience in salary incentive. A few of enterprises actively explored the way of skill factors sharing in distribution according to contribution. There are still some difficulties and obstacles in the salary distribution of skilled talents. It is necessary to further guide enterprises to establish and improve internal distribution and incentive mechanism,inspire the workers’ innovative and creative potential.
