    国有企业科技人才薪酬激励

    摘要

    党的十八大提出实施创新驱动发展战略以来,我国加大科技研发投入力度,出台了一系列政策措施,科研事业密集发力,科技创新能力显著增强。企业是创新的主体,是推动创新创造的主力军,其中国有企业在科技创新中发挥着重要作用。研究完善国有企业科技人才薪酬激励政策,对于落实创新驱动发展战略、推动经济高质量发展具有重要意义。本报告通过比较研究国内外先进科研机构、企事业单位的有益经验,发现宽松的研究环境、支撑战略实现的薪酬策略、市场化的薪酬分配机制、有竞争力的薪酬水平、全面多样性的激励方式、科学有效的激励约束方法等是激励科技人才的通行做法。国有企业科技人才的薪酬激励应借鉴国内外先进经验,进一步健全体制机制,完善政策体系,破除阻碍科技人才创新创造的枷锁,以市场化分配机制为基础,以提升自主创新能力为动机,吸引更多优秀人才扎根国企、安心科研。

    Abstract

    Since the 18th National Congress of the Communist Party of China (CPC) presented the implementation of innovation-driven development strategy,the investment in sci-tech research and development was increased in China,the governments took a series of policy measures,scientific institution intensively developed,and the sci-tech innovation capability was significantly enhanced. Enterprise is the main body and the driver to boost innovation and creation,among which,the state-owned enterprises play an important role in sci-tech innovation. It is of great significance for the implementation of innovation-driven development strategy,and the promotion of high-quality economic development to improve the salary incentive policies for sci-tech talents in the state-owned enterprises. In this report,based on the comparison and study of valueable experience of domestic and foreign advanced scientific institutions and enterprises,it is found that a relaxed research environment,salary strategy supporting the realization of the strategy,market-oriented salary distribution mechanism,competitive salary level,all-sided incentive pattern,scientific and effective incentive and restrictive modes and others are established practices to motivate the sci-tech talents. The salary incentives of sci-tech talents in state-owned enterprises should refer to domestic and foreign advanced experience,further improve the systems and mechanisms,and break the shackles impeding the innovation and creation of sci-tech talents. On the basis of market-oriented distribution mechanism,motivated by the independent innovation capability of state-owned enterprises,more excellent talents would be attracted to root in the state-owned enterprises and concentrate on scientific research.
