最低工资保障制度是市场经济条件下国家对劳动者的劳动报酬权益和基本生活进行保障的一项基本制度,是保障底线民生、促进提高低收入者收入水平的重要措施。广东省最低工资标准调整幅度适当,执行情况总体良好,兼顾了低收入劳动者的生存之需和企业经营的成本承受能力,并未对本省劳动力市场产生负面冲击,与经济社会发展具有较高的适配度。但也存在工资增长对最低工资标准调整过度依赖、类别间标准差距较大、标准测算方法仍需完善等问题。因此,为完善广东省最低工资标准调整机制,本报告提出强化最低工资“兜底”功能、优化最低工资标准类别区域分布、兼顾劳动者收入合理提升和企业健康发展需求等对策建议。
<<The minimum wage guarantee system is the basic system to guarantee the labor remuneration rights and basic living conditions under the conditions of market economy. The adjustment range of the minimum wage standard in Guangdong Province is appropriate,and the implementation is generally good. The adjustment in 2021 takes into account the survival needs of low-income workers and the cost affordability of business operations,does not have a negative impact on Guangdong’s labor market,and in well accordance with the economic and social development. However,there are also problems such as the adjustment of minimum wage standard is over-relied by wage growth,the standard has great regional differences and imperfect measurement methods. Therefore,in order to improve the adjustment mechanism of the minimum wage standard in Guangdong Province,this report puts forward some countermeasures and suggestions such as strengthening the “reveal all the details” function of the minimum wage,optimizing the regional distribution of the minimum wage standard category,and taking more into account the reasonable increase of laborers’ income and the need for sustainable development of enterprises.
