Improving the legislation of wage benchmark is the basis of constructing systematic，scientific and standardized and effective wage distribution systems that meet the requirements of the operation of the socialist market economic system. In this report，a legislative framework of wage benchmark consisting of seven aspects，including the definition of labor remuneration，general payment regulations，overtime wage payment，wage payment in special circumstances，wage repayment，remuneration payment benchmark for special groups and legal liability of wage payment is put forward based on the principles of respecting history，focusing on reality，taking a long-term view and paying attention to cohesion，and the legislative proposals on ten key topics，such as labor remuneration，have been put forward to provide reference for relevant departments.
