本报告基于国际劳工组织发布的全球工资数据,介绍了各国最低工资的运行情况,总结了全球视角下我国最低工资政策的特点和问题。提出进一步完善我国最低工资保障制度的对策建议,具体包括:坚守最低工资的托底普惠功能;加强最低工资法治建设,提升法规层次和执行力度;科学把握最低工资调整频率;工会等各方要积极参与最低工资决策,重点关注最低工资收入者合理分享发展成果;坚持经济发展就业导向,实现更充分更高质量就业;优化最低工资政策与社保政策的联动机制。
<<Based on the Global Wage Report 2020-21 released by the International Labour Organization,this report introduces the operation of minimum wage in various countries and summarizes the characteristics and problems of China’s minimum wage policy from a global perspective. It puts forward countermeasures and suggestions to further improve China’s minimum wage guarantee system,including:stick to the minimum wage’s universal benefits function;strengthen the legal construction of minimum wage,and improve the level and enforcement of laws and regulations;scientifically grasp the frequency of minimum wage adjustment;Labour Union and other parties should take an active part in decision-making on minimum wages,focusing on the reasonable sharing of the development results for minimum wage earners;continually pursue employment-oriented economic development and achieve fuller and higher employment quality;improve the linkage mechanism between minimum wage policy and social security policy;improve other relevant policies and measures to help rationalize income distribution.
