工资指导线制度是我国在由计划经济体制向市场经济体制转轨时期建立的企业工资分配宏观调控工具之一。工资指导线制度自建立以来,在地方实践中不断完善,功能不断拓展,在企业工资集体协商和国有企业工资调控中的作用越来越重要。然而,自1997年该制度出台以来,我国社会经济背景和国家分配原则目标都发生了较大变化,客观上需要按照国家治理体系和治理能力现代化、转变政府职能的要求,对这一制度进行完善、修订,包括:坚持制度总体目标,扩大制度适用对象范围;转变调控思路,完善间接调控功能;调整调控方式,促进市场与政府更好结合;等等。
<<The Wage Guideline System is one of the macro-control tools of enterprise wage distribution established during the transition from planned economy to market economy. It has been continuously improved and expanded in local practice and played a more and more important role in wage collective negotiation and wage regulation of state-owned enterprises. However,since the introduction of the system in 1997,great changes have taken place in China’s socio-economic background and national distribution principles and objectives. Objectively,it is necessary to revise the system in accordance with the requirements of the modernization of national governance system and governance capacity and the transformation of government functions. Suggestions for improving it include:adhere to the overall goal of the system and expand the scope of application of the system;change the regulatory thinking and improve the indirect regulatory function;adjust the regulatory method to promote better integration between the market and the government;and so on.
