    党的十八大以来中国工资收入分配改革与进展

    摘要

    本报告主要对党的十八大以来工资收入分配的理论发展、政策措施、改革成就进行了回顾和分析,并提出了应对当前新形势的综合性思考。党的十八大以来,党中央、国务院推动收入分配理论不断发展,对深化收入分配制度改革做了全面部署,工资收入分配政策不断完善、制度创新取得新突破。劳动者工资收入保持较快增长,工资收入差距有所控制,工资收入分配结构呈现向好态势。为进一步优化工资收入分配格局,需要从效率与公平的再平衡、资本要素与劳动要素的合理分配、市场机制与政府功能的有机结合、宏观政策与微观实践的紧密对接、初次分配与再分配的叠加发力五个方面进行系统优化和制度改进,从而为切实推动共同富裕夯实基础。

    Abstract

    This report mainly reviews and analyzes the theoretical development,policies and actions,and reform achievement of wage income distribution since the 18th National Congress of the Communist Party of China (18th NCCPC),puts forward systematic ideas in response to the current new challenges. Since the 18th NCCPC,the CPC Central Committee and the State Council have promoted continuous development of wage income distribution theories,and made comprehensive plans for deepening reform of the income distribution systems. The policies of wage income distribution are being improved,and the innovations in wage income distribution systems have made progress. Wage income of workers has maintained rapid growth,the gap of wage income distribution has gradually narrowed,and the structure of wage income distribution has shown a positive trend. For further optimization of wage income distribution pattern,it is needed to perfect the system and improve the mechanism,from the aspects of rebalancing efficiency and equity,equitable allocating the gains between the factors of capital and labor,taking market mechanism and government function as a whole,link the macro policies and micro practice,releasing the join forces of primary distribution and redistribution. All of these builds solid foundation for promoting the common prosperity practically.
