2020年是“十三五”规划的收官之年,本报告采用现存统计资料分析、座谈会和访谈方法,从京沪中小学教师队伍建设相关指标差异分析、教师人事管理的现状差异分析、教师地位的共性情况分析三个方面,对京沪教师队伍建设的基本情况进行了比较研究,在此基础上,建议提高大城市中小学教师地位、增强教师职业对男性的吸引力、深化人事管理体制机制改革,进一步改进京沪中小学教师队伍建设。
<<The year 2020 is the final year of the 13th Five-Year Plan period. With data analysis of the existing statistics and by means of symposiums and interviews,this report conducts a comparative study of the basic situation of teaching staff construction in primary and secondary schools in Beijing and Shanghai,focusing on three aspects:the differences of relevant indicators,the differences of current situation of teachers’ personnel management,and the general situation of teachers’ status. Based on the comparative analysis,this paper also puts forward a series of policy suggestions:improving the status of primary and secondary school teachers in big cities,enhancing appeal to male teachers,and deepening the reform of personnel management systems and mechanisms.
