在公共管理中,政府创新的研究是观察政府制度变革和发展的重要切入点。从2008年开始,21世纪教育研究院试图通过民间机构评价地方政府的方式推动地方政府的教育变革,设立了“地方教育制度创新奖”。本文通过对过往六届创新奖的制度创新案例文本的重构和分析,总结了十二年来获奖政府教育制度创新的动因、内容和成效,并对不同层级、区域的政府主体的教育创新偏好进行了异质性分析。结果发现,当前地方的教育制度创新由现实教育问题驱动,以管理机制创新的治理方式为手段的被动创新是政府教育创新的主要倾向,而流动儿童教育、民办教育、高等教育和考试制度改革仍是创新的短板和盲区。
<<In public management,the research on government innovation is a significant breakthrough point to observe the reform and development of government system. Since 2008,21st Century Education Research Institute has established the “Local Education System Innovation Award” as an attempt to promote education reforms of local governments by advocating the evaluation of local governments by non-governmental organizations. Based on the reconstruction and textual analysis of cases winning the Award in the past 12 years (the Award is given every 2 years),this paper summarizes the motivation,content and effects of innovation in systems by the government,and conducts a heterogeneous analysis of the innovation preference of governments at different levels and in different regions. Results show that passive innovation,driven by practical education problems and by means of management mechanism innovation,is the main tendency of government’s education innovation. However,reforms of migrant children’s education,private education,higher education and examination systems are still the shortcomings and blind spots for the innovation. Besides,this study also provides an effective method for the research of innovation in local education systems.
