当下,县域教育质量评价存在概念内涵不清楚、评价重点不凸显、方法操作有偏差等问题,其主要原因是县域教育质量评价并没有从提升办学水平、促进内涵发展转到优化教育生态。本研究认为当下县域教育评价的核心应该是优化教育生态,并提出结构型质量的概念,通过教育生态的公平、均衡和优质三个维度,整体体现学校办学的过程型质量、体现学生发展的结果型质量,评价县域教育质量,优化县域教育生态。实践证明,重视提升结构型质量,能有效促进县域教育质量朝着优质、均衡和公平的方向发展。
<<At present,there are some problems in the evaluation of education quality at county level,such as unclear concept and connotation,indistinct evaluation focus and improper methods. The main reason is that it still focuses on the improvement of school-running and enrichment of connotation rather than the optimization of education ecology. Therefore,the authors believe that the core of education evaluation at county level is to optimize the education ecology,and put forward the concept of structural quality. It is suggested that to optimize the county-level education ecology,it is necessary to evaluate the education quality at county level by integrating the process-based quality which reflects the level of school-running and the result-based quality which reflects the development of students through the three dimensions of education ecology—equity,balance,and quality. Practice has proved that structural quality can effectively contribute to the move of education quality at county level towards high quality,education balance and equity.
