In the post-universal education era，as comprehensive reforms of senior high school education have been deepened increasingly，regular high schools are getting more diversified and specialized，and the development of secondary vocational education has also gained more attention. At the request of the government regarding promoting reforms of education methods of senior high schools，the transformation of the development strategy for high schools seems indispensable. After summarizing the reforms of development strategies for domestic and foreign high schools and reflecting on the present dilemmas faced by high school education in the new era，this paper explores new targets and positioning of high school education，the development of its classification，and various reforms in the development strategies for high school education，including those of its management system，examination system，and evaluation mechanism for the principal.
