教育部2021年工作要点提出,要加大力度治理整顿校外培训机构。这是对之前已经启动的整顿校外培训机构工作的延续,也是对2020年出现的校外培训乱象的回应。本文对2021年开展的减轻义务教育阶段学生作业负担和校外培训负担(“双减”)工作进行了一定的分析,指出实施“双减”的关键是建立一系列保障机制;在推进“双减”工作时,要创新对校外培训机构的监管体系;并着力于构建破除“唯分数”“唯升学”的多元教育评价体系。
<<Ministry of Education has decided to strengthen governance and rectification of off-campus training institutions in its “Priorities of Work in 2021”,which is a continuation of the previous work as well as a response to the chaos of off-campus training in 2020. This paper makes a prospective analysis on the possible “double reduction” in 2021,which refers to reducing the burden of both students’ homework and off-campus training during compulsory education period. It is pointed out that the key to this initiative is to establish a series of guarantee mechanisms,to innovate the supervision system of off-campus training institutions in the process,and to build a diversified education evaluation system that does not only focus on scores or the enrollment rate.
