Ministry of Education has decided to strengthen governance and rectification of off-campus training institutions in its “Priorities of Work in 2021”，which is a continuation of the previous work as well as a response to the chaos of off-campus training in 2020. This paper makes a prospective analysis on the possible “double reduction” in 2021，which refers to reducing the burden of both students’ homework and off-campus training during compulsory education period. It is pointed out that the key to this initiative is to establish a series of guarantee mechanisms，to innovate the supervision system of off-campus training institutions in the process，and to build a diversified education evaluation system that does not only focus on scores or the enrollment rate.
