本文系统回顾了2010年来政府重建学前教育公共服务体系的努力,反思了疫情中学前教育困境、应对策略及不足,当以此为契机,进一步推动学前教育深层改革,提出“20年代”学前教育发展方向:基于学前教育快速发展、人口出生率变化和人口流动趋势,调整学前教育规划布局;打破学前教育所有制背景下的“双轨制”,建立学前教育公共服务体系2。0——建立真正普惠、公平的学前教育;着重提升学前教育质量,解决幼儿教师待遇、专业化成长、课程建设、评价体系等问题。最后,本文对学前教育行业一些热点问题进行分析与展望。
<<This paper reviews the efforts and achievements made by the Chinese government in rebuilding the public service system of pre-school education since 2010,reflects on the plight of pre-school education,coping strategies and deficiencies during the epidemic,and makes clear that we should take this opportunity to further deepen the reform in this area. Besides,this paper points out the future directions of pre-school education in the 2020s after the epidemic:First,we should adjust the layout of pre-school education planning considering its rapid development,the changing birth rate,and the trend of population mobility;second,we need to break the “dual-track system”,which refers to the coexistence of public and private schools,and establish a new public service system of pre-school education,thus providing truly inclusive and fair pre-school education;third,we must prioritize improving the quality of pre-school education by addressing problems in wages and welfare of pre-school teachers,professional development,curriculum designing,and evaluation system. Finally,this thesis also analyzes and looks into some hot issues in the pre-school education industry,including the transformation of private kindergartens,extracurricular training at a younger age and the dilemma of transition from kindergartens to primary schools,the breakthrough point of the information technology application in pre-school education,and the development of nursery education.
