2020年,疫情影响下的教育市场变化与政府政策调整等因素,合力形塑着不同领域、不同类型民办教育的发展,使得民办教育在组织层面、整体结构方面都呈现新状况。2021年是我国教育“十四五”规划开局之年,各级各类教育进入“高质量发展”阶段。疫情防控常态化下民办教育如何发展,需要政策制定者与执行者结合新的形势与要求,根据民办教育自身优势与不足,重新审视不同民办教育机构在教育系统中的基本定位与发展观念。同时,对民办学校举办者与办学者来说,既要遵循市场需要,也要依据社会必要,按照高质量发展要求,在制度与政策框架下明确各自发展定位与发展思路。
<<In 2020,changes in the education market and adjustments of government policy brought by COVID-19 were,in different aspects,shaping the development of private education in different fields and of various types,giving it a new look both at the organizational level and in the overall structure. The year 2021 is the first year of China’s 14th Five-Year Plan for education when education at all levels and of all types has come to the stage of high-quality development. In order to better develop private education in the post-pandemic era,policy makers and executors should re-examine the basic positioning and development philosophy of different private education institutions in the education system based on the advantages and disadvantages of private education considering the new situation and requirements. Also,to achieve quality education,organizers and principals of private schools should take both market needs and social needs into account and clarify their development path under the framework of systems and policies.
