    摘要

    《国家中长期教育改革和发展规划纲要(2010~2020年)》(以下简称《规划纲要》)实施过程可分为忠实原文积极落实、目标变动继续实施和具有更高、更新指导性的教育纲领性文件出现后的实施三个阶段,它对教育改革和发展的指导性作用依次衰减。《规划纲要》实施促进10年内的教育快速发展,各项数量指标大多提前超额实现,与OECD成员国比较各项发展指标有明显提升,其中财政性教育经费投入达到并保持占GDP的比例高于4%是关键。在体制改革部分,《规划纲要》的实施从人才培养体制、考试招生制度、现代学校制度、办学体制、管理体制以及教育对外开放等六个方面都积极做出努力,取得不同程度的成效,但均未完全达到设定的目标。《规划纲要》实施过程中出现了学前教育公平问题更加突出、学生学业压力与教师负担加重、行政权力过度扩张等问题,需要进一步优化公平、改进评价,通过依法治教约束行政权力。

    Abstract

    The Outline Plan for the National Medium-and Long-Term Education Reform and Development(2010-2020) (hereinafter referred to as “the Plan”) has been implemented in three stages:faithful implementation required by the plan,flexible adjustment due to changed goals and continuous action guided by the framework document in education with higher-level and more advanced instructions. In the process,its guiding role in education reform and development decreases in turn,but there is no doubt that the Plan has promoted the rapid development of education in the past 10 years. Most of the quantitative indicators set before have been exceeded ahead of schedule,and compared with OECD countries,various development indicators have been significantly increased. It is noteworthy that the proportion of fiscal expenditures on education to GDP has reached and remains above 4%. In terms of structural reform,the Plan has advanced the reform in six aspects,including the personnel training system,examination and enrollment system,modern schooling system,school-running system,management system and the opening-up of education. Some achievements have been made to varying degrees,but none of the goals set have been fully achieved. The process of implementation has seen problems such as more prominent education inequity in pre-school education,increased academic pressure on students and teachers and overexpansion of administrative power. Therefore,it is necessary to further optimize equity,improve evaluation,and restrict administrative power by law.
