按照“两个允许”的要求,西部地区积极推进公立医院薪酬制度改革,围绕合理确定薪酬水平、落实薪酬分配自主权、健全负责人薪酬激励约束机制、完善考核评价机制以及拓宽经费来源渠道等方面进行积极有益的探索,建立与工作职责和业绩充分联系的分配激励制度,不断完善财政补偿、绩效考核等相关的配套制度,这在一定程度上提高了医务人员的薪酬水平,保障了医务人员的稳定性,有效调动了医务人员工作积极性。同时,改革中也面临诸如薪酬经费来源渠道较少、奖励基金的提取与使用不合理、人员编制与社保配套不完善等突出问题,需要进一步创新和完善。
