近年来,数字贸易迎来难得的发展机遇,成为助力粤港澳大湾区经济增长的新引擎。广东市场开放程度、数字贸易发展效能明显优于内地其他省份,在探索数字贸易制度创新、产业数字化转型等方面拥有更大自主权;而香港和澳门的独特优势在于拥有特区政策支持、自由的商贸环境以及完善的数字基础设施,正在向全球数字贸易中心的目标迈进,也有能力通过与广东合作来探求国内数字贸易改革与深化的更优路径。然而,当前粤港澳大湾区的数字贸易存在区域制度差异显著、数字基础设施滞后、数字安全问题凸显、企业数字化程度不一、数字领域人才短缺等制约因素。因此,可以通过政策和制度协同创新、优化营商环境、促进经济一体化建设、构建数字基础设施网络、促进数据要素市场发育和安全治理等,推动粤港澳大湾区数字贸易的发展。

Guangdong’s market openness and digital trade development efficiency are significantly better than other provinces in the Mainland,and it has greater autonomy in exploring digital trade system innovation and industrial digital transformation. The unique advantages of Hong Kong and Macau lie in the policy support of the SAR,free business environment and perfect digital infrastructure,and they are moving towards the goal of a global digital trade center,and have the ability to explore a better path for domestic digital trade reform and deepening through cooperation with Guangdong. However,the digital trade of Guangdong-Hong Kong-Macao Greater Bay Area also has constraining factors such as significant differences in regional systems,lagging digital infrastructure,prominent digital security issues,uneven progress in the digitalization of enterprises,and shortage of talents in the digital field. Therefore,it is possible to promote the development of digital trade by optimizing the business environment,promoting the construction of economic integration,building a digital infrastructure network,promoting the development of the data element market and security governance through collaborative innovation of policies and systems in the Guangdong-Hong Kong-Macao Greater Bay Area.
