Block-chain technology integrates five underlying technologies，including smart contract，distributed network consensus mechanism，asymmetric encryption，hash function，and P2P network，to build a decentralized，tamper-free and traceable network system.These technologies can specifically solve the problems existing in the development of international copyright chain，such as the difficulty in confirming rights，safeguarding rights and trading，so as to provide one-stop service for the whole chain from the copyright certificate to the transaction.Now the world is in a new era of development，the booming development of block-chain technology presents new opportunities，digital technology is gradually maturing and improving，which can opening a new market.This paper aims to explore the possibility of concrete practice of block-chain technology in the development of international copyright chain，sort out the problems and challenges encountered in the development of international copyright chain under the application of block-chain technology，according to those problems，an optimization plan is put forward-Nebulas-Link platform，leading the new development trend of international copyright chain.
