The Safe development of the pharmaceutical industry related to the people’s livelihood. The data from 2004 to 2011 selected as the sample on this paper，and combined the availability data，we selected eight index to evaluate the degree of safety of pharmaceutical industry，including control rate in foreign market，control rate of foreign equity，the dependence on foreign capital，the proportion of traditional Chinese medicine，the domestic market share，the pharmaceutical industry accounted for the proportion of GDP，the year-on-year growth rate of traditional Chinese medicine，the growth rate of employment.We selected eight indexes to evaluate the degree of safety of the medical device industry，including research and development costs，the industrial concentration，the of number patent，the share of GDP produced by industry，the average profit rate of asset，the growth rate of employment，productivity of labour，industrial energy consumption. Finally，the corresponding policy and recommendations are put forward based on research findings.
