At present，the application of blockchain has penetrated into many fields such as product traceability，data circulation，supply chain management，government services，energy and power，etc. It has gradually played a role in optimizing business processes，reducing operating costs，and building a credible system. With the continuous development of China’s blockchain technology and industry，the comprehensive strength has continued to improve，and the scale of industrial has gradually expanded，the overall development trend is changing from product driven to service driven. Starting from the demand side of blockchain services，this paper uses the core ideas and methodologies such as CMMI and ITSS for reference，sorts out the evaluation elements of Blockchain services，studies the Blockchain service capability model，forms the basic framework of blockchain services，and explores and proposes a set of the evaluation system and requirements of blockchain service capability maturity，thereby promoting the industry to summarize，condense and improve the best practices of blockchain services，and promote the high-quality development of the blockchain industry.
