University students are a critical component of Beijing youth and a powerful reserve force for people-to-people diplomacy in Beijing. From September 2021 to October 2021，the research team collected survey data from 1，146 university students in Beijing through random sampling，then analyzed the willingness，status quo，and capability for international communication among the students. Echoing with The Middle- and Long-term Youth Development Plan （2016-2025），which has laid down the development measures for youth participating in international communication，this article proposed to broaden the scope of international communication activities，to develop abilities of international communications among university students in Beijing，and to cultivate the New Era Beijing Youth with a global horizon and cultural competence，all leading to increased soft power of Beijing as a center of international communication.
