Epidemic prevention and control under the “new normal” highlights the important position of community prevention and control. Community mobilization plays a driving role in community prevention and control. Based on the investigation of epidemic prevention and control in X community in Beijing，it was found that the mobilization effect of the combination of offline and online mobilization strategy adopted by the neighborhood committee did not reach the ideal state，reflecting the following difficulties in community mobilization：fragmented institutional management，simple linkage system，weak connection network. Therefore，based on the realistic needs and long-term development，it is proposed to promote the standardization of mobilization system based on the system. With cooperation as the key，we need to lay a solid foundation for mobilizing diverse subjects. Take emotion as the line，build community consciousness and other suggestions，and then optimize the community mobilization mechanism，improve the efficiency of community governance.
