Alleviating the community parking conundrum of Beijing is one of the keys to Beijing’s plan to create a world-class，harmonious and livable metropolis. However，the solution to the community parking problem is often faced with inherently insufficient space and hardware constraints，as well as soft constraints such as weak grassroots governance capabilities. Therefore，it is necessary to take party building as the guide，steadily promote the virtuous circle of community-level social governance，focus on the democratic construction of the community itself，strengthen the arrangement of internal resources in the community and the introduction of external resources，and ease the problem of parking in the community in an orderly manner.
