北京市海淀区根据时代特点和自身区情,以满足居民多元化的服务需求为导向,立足自身资源优势,充分动员社会力量,逐渐形成了具有海淀特色的社区服务社会化经验。主要体现在以下方面:第一,建立区、街道、社区三级服务体系,实现社区服务的体系化;第二,创新政府购买服务的机制,推进社区服务的多元化与专业化;第三,建设“一刻钟社区服务圈”,推进社区服务的便利化。海淀区在社区服务社会化方面的实践,对于在新时代背景下回应居民多元需求,破解社会资源配置模式变迁下的基层社会治理现代化这一重大命题具有重要启示。
<<Since the new era,the social resource allocation model has shown a more obvious trend of communitization,diversification,people’s livelihood orientation and equalization. In this context,how to realize the socialization of community services through institutional innovation is one of the major propositions to be solved in the current modernization of grassroots social governance. Based on the characteristics of the times and its own regional conditions,Haidian District of Beijing is guided by meeting the diversified service needs of residents,based on its own resource advantages,fully mobilizes social forces,and gradually forms an experience in the socialization of community service with Haidian characteristics. It is mainly reflected in the following aspects:first,the establishment of a three-level service system of districts,sub-district and communities to achieve the systematization of community services;second,to innovate the mechanism of government procurement of services and promote the diversification and specialization of community services;third,to build a “quarter of an hour community service circle” to promote the facilitation of community services. The practice of socialization of community services in Haidian District has important enlightenment for the major proposition of responding to the diverse needs of residents and cracking the modernization of grass-roots social governance under the change of social resource model in the context of the new rea.
