业主委员会作为拥有住房产权的社区业主们的权益代表机构,近些年数量在全国范围内迅速增长,在社区治理过程中发挥的作用得以凸显。业委会在实际运行中主要受到各自发展阶段和内外部环境等多种因素的影响,业委会运行面临的主要问题有核查公共收益难、业委会成员行动力和专业性不足以及业主缺乏有效参与。业委会有效开展工作需要社区居委会、基层政府等社区治理主体提供政策、资源、信息等相关支持,也需要广大业主的信任和支持。业委会只有与其他社区管理主体通力合作、协商共建,才能持续地促进社区的良性发展。或许在未来业委会能够成为撬动城市基层社会治理“最后一公里”的一个重要支点。
<<As the representative agency of community owners with housing property rights,the owners committee has grown rapidly across the country in recent years,and its role in the community governance process has been highlighted. Owners committee in the actual operation is mainly affected by their development stage,and internal and external environment factors. They face some problems,such as difficulty in verifying the public gains,action and professional abilities’’ insufficiency of the owners committee,and lack of effective participation of the property owners. Owners’ committee’s effective operation need the policy,resources,information and other related support from the community residents’ committees,grassroots government and other community governance subject,and also need the owner’s trust and support. Only when the owners’ committee and other community management subjects cooperate and negotiate together,can we continuously promote the benign development of the community. Perhaps,in the future the owners committee can become an important fulcrum to leverage urban community-level social governance “the last kilometer”.
