    2020~2021年陕北地区房地产业发展报告

    摘要

    本报告对陕北地区榆林市和延安市的经济运行情况、房地产开发投资情况、房地产建设情况、房地产销售情况进行了系统分析与地区差异分析,得出了2020~2021年陕西省陕北两地房地产业发展的现状、特点。结果表明,疫情给房地产行业带来了较大冲击,固定资产投资增速减缓、房地产业新开工项目减少,但在维稳的房地产政策之下,商品房销售降幅逐渐收窄,各地区商品房销售价格稳中有升,商品房待售面积减少,去库存效果显著,房地产市场向良性循环发展。最后根据房地产发展面临的问题提出政策建议:一是坚持房地产业调控不动摇,推动房价合理回归;二是增加供给,大力推进保障房工程建设,上下齐抓共建,把工作落到实处;三是打击房地产投机行为,增加投机炒房的成本,适宜地区开征房产税;四是协调区域发展,加大对周边地区投入和转移支付力度,加快城镇化建设,逐步缩小地区差距。

    Abstract

    This paper systematically analyzes the economic operation,real estate development investment,real estate construction and real estate sales of Yulin City and Yan’an City in northern Shaanxi Province and analyzes the regional differences,draws the current situation and characteristics of the development of the real estate industry in Northern Shaanxi Province from 2020 to 2021. The results show that the COVID-19 has brought a greater impact to the real estate industry,the growth rate of fixed asset investment has slowed down,and the number of newly started projects in the real estate industry has decreased,but under the real estate policy of maintaining stability,the decline in sales of commercial housing has gradually narrowed,the sales price of commercial housing in various regions has risen steadily,the area of commercial housing for sale has decreased,the effect of destocking is remarkable,the real estate market has developed into a virtuous circle. Finally,according to the problems faced by real estate development,policy suggestions are put forward:(1)adhere to the unshakable regulation and control of the real estate industry,and promote the reasonable return of housing prices;(2)increase supply,vigorously promote the construction of affordable housing projects,grasp the joint construction from top to bottom,and implement the work in a down-to-earth manner;(3)crack down on real estate speculation,increase the cost of speculation,and levy real estate taxes in suitable areas;(4)coordinate regional development,increase investment and transfer payments to surrounding areas,accelerate urbanization construction,and gradually narrow the regional gap.
