The practice of public space building in urban communities could be analyzed to find theoretical meanings for innovation of governance. Based on case analysis of community gardens’ construction in Dongming Road Sub-district，Pudong New District in Shanghai，this article introduces different actors’ roles during the construction process，summarizes basic positive effects and experiences，and discusses theoretical meanings for innovation of governance connecting with requirements of CCP. The article concludes that：in the practice of public space building，belief of participating accords with requirement of “Co-building，Co-governance and Co-sharing”；organizational structure of multi-actors is helpful to form “the community of social governance”；basic principles of “whole process people’ process” are also embraced in the practice of public space building.
