Urban renewal refers to the activities of rectifying，improving and optimizing the urban spatial form and function in accordance with the city’s national economic and social development plan and national land spatial planning，so as to achieve the improvement of urban functions，quality improvement and sustainable development. In this paper，the first batch of urban renewal pilot lists in Xi’an City，Shaanxi Province，and the potential evaluation is carried out according to the urban renewal plan，and the urban renewal potential index system of Xi’an is constructed，and the urban renewal potential evaluation and analysis are carried out. The AHP（Analytic Hierarchy Method）model is used to calculate the index weights，and the urban evaluation index system of six districts in Xi’an is constructed based on multi-source data，and then the multi-factor comprehensive evaluation method is used to evaluate the development potential.
