近年来,北京市基层治理在“顶层设计”与“基层创建”两种力量共同推动下,逐渐形成了三种主要路径:组织活动、搭建平台和运营空间。运营空间是最新的实践路径,尚在探索之中。本研究基于西城区益陶然组织运营陶然书苑公共空间的个案调查,详细呈现这一路径的理论与实践背景、缘起与创设、实际运作与效能等,并据此总结若干启示。研究表明,空间运营是社会组织参与基层治理的可行路径,它的特点在于将街区公共空间作为基层治理创新的载体,把街区公共空间作为治理工具,下沉党政资源,链接国家与社会,为居民参与社区治理与社区服务提供机会和平台,吸引多元利益主体,在品质社区、人文社区、和谐社区建设中发挥助力作用,显著提升治理效能。空间治理要求基层政府主动转型,实施“空间+”策略,推动治理创新。
<<In recent years,driven by the two forces of “top-level design” and “grass-roots creation”,Beijing grass-roots governance has gradually formed three main paths:organizing activities,building platforms and operating space. The latter is the latest practice path,which is still under exploration. Based on the case study of the public space of Taoran Bookstore organized and operated by yitaoran in Xicheng District,this study presents in detail the theoretical and practical background,origin and creation,actual operation and efficiency of this path,and puts forward some enlightenment accordingly. The research shows that space operation is a feasible path for social organizations to participate in grass-roots governance. It is characterized by relying on the block public space as the carrier of grass-roots governance innovation,using the block public space as a governance tool,sinking the party and government resources,linking the country and society,providing opportunities and platforms for residents to participate in community governance and community services,and attracting multiple stakeholders in quality communities,humanistic communities Play a supporting role in the construction of harmonious communities and significantly improve governance efficiency. Research enlightenment:space governance requires grass-roots governments to actively transform,implement the “space +” strategy,and promote governance innovation.
