From 2019 to 2020，Brazil is committed to 5G construction and the development of the internet industry. In 2020，during the COVID-19 pandemic，Brazil has made efforts to strengthen internet regulation and maintain cybersecurity，but the results are not satisfactory. In the near future，Brazil will focus on internet governance by establishing regulations and policies and establishing a “Brazilian Pattern” to strengthen internet governance. Despite the negative effects of “Brazilian Pattern，” China can still learn from three principles in this pattern，namely internet neutrality，free speech and privacy protection.
