This report puts forward policy suggestions on promoting the high-quality development of China’s equipment manufacturing industry from seven aspects：enhance innovation capability，optimize the industrial chain，accelerate intelligent and green development，cultivate high-quality enterprises，develop industrial clusters，optimize the development environment and strengthen international cooperation. In terms of optimizing the industrial chain，this report proposes that we should optimize the national innovation system，improve the collaborative innovation mechanism of “government，industry，university，research and application”，support the demonstration and application project of major innovative equipment，give full play to the main role of enterprise innovation，and optimize the industrial innovation chain. In terms of quality improvement，this report proposes to optimize the construction of standard system while implementing the quality brand improvement project，and actively participate in the formulation of international rules. In terms of cultivating high-quality enterprises，this report proposes to build an enterprise “ecosystem”，deepen the reform of state-owned enterprises，provide more support for leading enterprises，specialized and new enterprises and small and medium-sized enterprises，building single champion enterprises，and improve the management level of private entrepreneurs. In terms of building industrial clusters，this report proposes to promote the spatial integration and development of industrial chain and innovation chain，strengthen infrastructure construction and strengthen the integration of industry and city. In terms of optimizing the development environment，this report proposes to change the promotion mode of industrial policies，improve the operation mode of intelligent infrastructure and government guidance，implement the plan of competing for the first in frontier fields，build and improve the carrier platform of emerging industries，and focus on the cultivation of innovative talents and the supply of land. In terms of strengthening international cooperation，this report points out that we should strengthen the attraction of foreign investment，strengthen “going global”，strengthen the security of industrial chain and supply chain.
