Under the background of the national rural revitalization and development strategy，the issue of reserved land is an important factor restricting rural development，and it is also an important part of Guangzhou’s rural work for a period of time in the future. This paper comprehensively sorts out the evolution process and formation mechanism of Guangzhou’s reserved land policy system，analyzes the problems existing in the current reserved land policy，explores the core concept of “win-win for all parties”，and takes the “four modernizations”（monetization of scattered land，propertyization of scarce land，contiguos land for reserved land，and institutionalization of land entering the market）as the core concept.
